Ive heard mixed answers, some say 24, some say 30 and others say 60. Can anyone give me a more definitive answer? Or atleast a more indepth explanation of why Id pick any of these 3 framerates.
Your question involves a couple of terms that cannot be much better than vague by their nature... "ideal" and "standard" Chances are you are only going to get mixed opinion feedback like you have already experienced.
My opinion would be to keep thing in the 24 to 30 fps range and see how it plays out for you. The higher the fps, the more imposition on the system that is trying to present the game. The human eye has it its limits as far as being able to detect things that change visually and when you're at 24 to 30 you are probably sufficiently covering that limitation.
Rather than focusing on fps, the focus should be more on efficient processing/coding/design elements. You can tweak the fps at any time, but changing the design to try to optiimize performance is not as easily accomplished.
