Confirmed.
Looks like you have a Classic theme on your desktop, or maybe are using Windows XP. In Windows 7 the blue highlight is lighter and the text is readable (probably why I hadn't noticed the inconsistency before), but indeed Photoshop CS6 shows black text in the Preferences dialog.

I don't think there's any way to set that, outside of reporting it here as a bug.

I think it's a pretty good bet that some of the Adobe people have seen the problem here on this forum, though. One would hope they would have entered a bug report in their internal tracking system.

Yet the Adobe ID is used to log in there as well.
The point is that disintegration is occurring across the brand.
This forum section is powered by a different 3rd party - Jive, and who knows what's involved with the main Adobe.com site. It's a big company, I get that. But let's not forget that this particular company makes top-end products for authoring content - it seems that they ought to be about the best there is at setting up their own site(s), no?

The funny thing is that it used to work fine half year ago.
I just went to the bug report page to write n answer there. I could not first because I had to deal with a pop-up that asked me to sign in first although I previously selected: "Remain signed in"
Then I signed in, yet again, clicked the pop-up away and could still not post because the page was still waiting for me to sign in..
The system is just buggy. Too many cooks spoiling the broth and also an uncontrolled amount of cookies.

You have touched on one of my pet peeves. I HATE it when I try to access an English language website or search machine and automatically get re-directed to the German version or site just because of my location. At least I haven't had the email problem (yet).

Thats why I use the hoogle search engine that gives me language I want.
when I just type google.com then I get re-directed to the country's own site. When I type google.co.uk or google.com.ar then I avoid the re-direct.
The companies (google, adobe etc) assume too much and know too little.
I think the people should decide on their own what they want and not get it decided for them.

Sad to say most of the internet browsing world is ignorant, not like you, and needs even the simplest things done for them automatically. In reality, they probably have no business using computers (or tablets or smart phones) online all, but their money is just as good as those who educate themselves and know what they're doing. This is why new versions of everything are always more dumbed-down than previous versions.
