Is there any way to make "unchecked" the default condition for "Remove Location Data" in the Export Dialog?

Uncheck it and/or update the export preset.

I would like not to have to uncheck it each time and for each export preset that I use. For instance I use four of Jeffrey's preset's and they take the information from the default LR preset. Where can I find that to edit it?

After unchecking in Export dialog, right-click your preset and choose
"Update with current Settings".
