Making static ad

I run a digital signage business, just three players deployed so far.  Harris Infocaster 4.2.1 software.  How do I make a static 30 second F4V 955 X 555 so I can keep bitrate down ad use the cheaper model of PC for playbhack?  I  own Flash but am a video shooter/editor by trade so am used to Premiere/Photoshop/Audition?AE, not Flash.  All suggestions welcomed!  I have CS6, CS5.5 and CS5 production suites. all c/w Flash pro
