Photoshop will not run after creative cloud installation

Photoshop will not run. I get the following errors: "Could ot open a scratch file because of a disk error" and "Could not initalize photoshop because the preferences file was invalid.  it has been deleted"

    You have permissions problems on your installation drive. Hold down Ctrl+Alt+Shift while the program starts to reset prefs and configure your scratch drive. And verify your user privileges and file permissions....
