Payment system unavailable for Creative Cloud

For 2 days now this is the only reponse I get when trying to sing up is "Payment System Unavailable", is this because it has been oversubscribed or is the service temporarily suspended?

 

My demo versions have expired and I can't continue with my studies. Very frustrating.

    Email me which plan you are trying to sign up for and your Adobe ID at kenrice@adobe.com. I will get the issue resolved.

    Thank you for the screen shot. From the message it looks like Creative Cloud is not available for your country. Please email me your Adobe ID and I will investigate.

    Ok, so not available in my country. I tried individual product on month to month, not available, buying the complete product - not available.

     

    Superb service, I have just spent 3 months studying a product that I can't use or finish my final submission to get my certificate. Thanks for .... nothing Adobe.

     

    I now have to complete my "Adobe" graphic art desing art project by using Xara because

    #1 it is affordable

    #2 it is available

    #3 Adobe makes it impossible to sign up for student discount.
