Flash is very heavu for older PCs

I have a P4@2.8Ghz with gforce6200 agp4x.

 

EVERYTHING IN FLASH TAKES OUT ALMOST ALL MY CPU!!!

 

Its unacceptable that a web-2d-game takes my cpu 100% and a 3d game like halo 2 doesnt.

 

Why? Isn't my pc so strong for a web-2d-game and it is for a 3d pc game?

 

Even videos in youtube, in 480p takes over an 80%.
