Having a .swf resize while under a table?

I have a website, with the banner and navigation links set and centered in a table up top.

I would like to have my .swf located under this table and resize as the browser is resized, so as to never be too big or too small.

I have set the dimensions to "percent", yet it remains the same size when I preview my website in dreamweaver.

However, when I preview it as HTML in flash, it does what I want.

Is it because I have a table above it? Or am I just missing something?
