I upgraded a Vista 32-bit to Win 7 64-bit and now cannot seem to install. A message indicates I should check the 32-bit or 64-bit compatability.

I don't think PRE 5.1 will work on Win 7, be it 32 bit or 64 bit as it was never tested on Win 7. Also, so far we only have 64 bit version for PRE 10, not for previous versions.
So, you can try rebooting the machine or turning off UAC and perform selective sartup and check if that helps.
Better option is to upgrade to PRE 10.

Welcome to the forum.
There was no Premiere Elements 5.1. PrE skipped from version 4 to 7, to align its version numbers with those of Photoshop Elements.
Now, there was a PrPro CS 5, and I believe that it was updated to 5.1 (maybe 5.0.1?) PrPro, as of CS 5 is a 64-bit OS version only.
Exactly which version of which program do you have?

You will not be able to install Premiere 5.1 (quite an oldy) on a 64 bits machine.
5.1 is only 32 bits.
