Install File does nothing

I'm trying to install the latest version of Flash Player. I went to the download page and successfully downloaded the install exe file. When I click on the file to open it, I get a dialog box asking me If I want to run the file. When I click on Run, the dialog box closes and nothing else happens. I have Windows XP and I currently have Flash player version 10 installed. I tried closing my browser first, but that didn't make any difference. I've been in adobe's chat with 3 different tech. support representatives and they all refused to help me. Does anyone know how to resolve this?

Download the appropriate offline installer from http://helpx.adobe.com/content/help/en/flash-player/kb/installation-problems-flash-player-windows.ht... and save it to disk, then close all browser windows and run the downloaded installer.
