Is it normal for three items to be grayed out in a trial software?  The three items are:

Product Registration

Deactivate

Updates

I can understand Deactivate may not be relevant because it is not registered yet but why can't I get updates or even register a product?  Is my installation broken in some way?  I can reinstall but as this is a trial version I am not particularly bothered with it but I just want to know what is going on.

The picture showing this as as follows:

    Perfectly normal.

Trial-ware isn't usually left on a machine long enough to need an update and you register when you purchase the full version.

There is no difference between a trial version and the retail versions of Dreamweaver, for what it's worth.  I presume all three of those items would become active once you enter a serial number and activate the software.

Those items should be available when running as a trial, just the same as if it were a licensed copy. (Although I believe it should say "Activate" rather than "Deactivate" if I recall correctly.)

There is usually a short delay after you open Dreamweaver before those menu items become active, something around 30 seconds depending on how quickly it loads on your system.

If you click "About Dreamweaver" what version and build number is displayed?

Did you install this as a trial from the Adobe Application Manager (part of Creative Cloud), directly from the Adobe website, or where?
