If you are creating your TOC icons they will be added to the folio when you create it. I'm not sure where the sidecar would come in besides that.
Can you expand on that a bit?

Bob's right. You don't specify the toc.png files in the sidecar.xml file. If you add them to the article folders, they're used automatically. Example:
<folio folder>
<article folder>
00_cover_h.indd
00_cover_v.indd
toc_cover.png
01_ahab_h.indd
01_ahab_v.indd
toc_ahab.png

Thanks for that, that explains it all - Sorry I thought the TOC preview would have to be written somewhere into the coded metadata
I didn't realise that they were imported aswell if they were left in the _stack folder

FWIW, I’ve never bothered to actually create those icons. I leave that to software to do.

yes, I make also my own designs, the square and cropped ones look too bad
