installed elements 10 via the wacom website

Not sure what this means, but are you using os x or windows?

the tablet came w/ available download, i downloaded/installed it from the options from their site, i am using window 7

Thanks. I would first try uninstalling via control panel and then disabling your antivirus/antimalware software and reinstalling. Be sure to save the download, not just run it, so you will have it in the future for reinstalling if necessary.

ok that worked, but then when i installed an action, then it goes back to doing the same thing

Did you delete mediaDatabase.db3? How did you install this action?

After doing it you need to not use the program the next time you start it up until the panels repopulate. If you don't see thumbnails in the effects panel, it's too soon, so I'd delete it again and try that.

Yes, do delete it, but then the next time you start the editor don't just jump in and start doing things until the panels show thumbnails again.

Just delete these two files -- they're in the hidden "\ProgramData" directory, so you'll need to temporarily change your folder options to show hidden files.

"C:\ProgramData\Adobe\Photoshop Elements\10.0\ThumbDatabase.db3"

"C:\ProgramData\Adobe\Photoshop Elements\10.0\Locale\en_us\MediaDatabase.db3"

Start PSE, and wait while it automatically rebuilds those database files.

i did all of that but when i go to the guided/quick tabs they panels are blank, and its only doing it after i install an action

OK, uninstall and reinstall like you did before to get PSE working again. Then do not install that action.
