How can I make the display performance to be high quality display forever for the whole document instead of individual objects?

You should reset it in your prefs, as well, so you don't need to do it on a doc by doc basis in future.

thanks . isn't there an all in one fix forever? maybe a script?

The default for new documents is "Typical", and (rather untypically) you cannot change it to "High"-with-no-documents-open (the trick that works for just about every other setting).

But you can change the default, as Peter says, in Preferences -> Display Performance. The top item is "Default View".

Go back to the prefs and verify that you really chose High Quality Dislay, that the slers in the section below are all the way to the right, and uncheck the Preserve Object Level Settings box.
