I am using Windows 7 64-bit; mainly Firefox latest version, although I have IE latest version and see monkey latest version also
Flash Player 11.3 causes Dragon Naturally Speaking voice recognition to crash. I needed to revert to version 10.3 Flash Player.
I followed the instructions "How do I do a clean install" and got rid of flash altogether. I then installed 10.3. I immediately set the Global Settings to not ask for updates. At least once during reboot I checked the "don't ask for updates" checkbox when a Flash window popped up.
I am still, every 10 min. or so, asked by Windows "Do you want to allow this program to make changes" where the program is Flash Player. I click "no". There is nothing to disable asking again offered. 10 min. later Windows asked me again "Do you want this program…", Where the program is Flash Player.
I don't want to upgrade. 11.3 is broken. How do I get Flash to stop bothering me? Nothing I have tried seems to work.

This is not Flash Player asking to update, this is Windows asking to allow Flash Player to run. Allow it, and you shouldn't be bothered any more.

Of course, when there is no Flash Player installed, I don't get the pop-ups. But, as soon as I reinstall 10.3, the pop-ups begin and ask me "do you want to allow this program to run".

Here is a picture of the pop-up I get. I get a blinking security icon on the bottom bar of Windows 7. If I click it, I get this pop-up. If I select no in this pop-up a few minutes later I got another blinking security icon leading to this pop-up again. If I select yes it opens a Flash download window and proceeds to install the latest version.
A version I am running is "You have version 10,3,183,11 installed"
Here is what I get when I click "show details". And to circumvent your next question, nothing interesting shows up when I show information about this certificate.
Down below, after it downloads the install file, is what I get when I click on the "yes" button. If I don't click "quit" on the dialog below, I end up with the latest version of Flash. I then have to go through the "clean install" procedure to get rid of it. I reinstall 10.3 and have to live with the blinking shield asking to install the latest version of Flash.
Time to answer the question. How do I get Flash to stop asking me to upgrade?
Browser is closed, I'm using some program like Microsoft Word, and the security shield icon in Windows 7 just starts flashing in my taskbar. I click on it and I get the dialog message shown above.
When the update downloads, it does not tell me where it puts it.
If I click "yes" to the first dialog shown above, it doesn't just install something, it first does it download then asks me if I want to install. I usually click "Quit".
It's popping up every 30 seconds now. This is a real pain.
Please find the solution to this problem or escalate this to someone who knows how to fix the problem.
I would get rid of flash altogether except that one website I visit requires it.
The real problem is that there is an error in version 11.3 that breaks Dragon Naturally Speaking (and I am sure many other programs that just have not been identified yet). It would be best to fix both problems.
The problem of "asking to update" is really not a difficult problem. Somewhere there is a file or registry entry that triggers Windows to execute a script checking for an updated Flash version. Get rid of this file or registry entry and the problem is solved. Unfortunately, I do not know, and cannot find, the name of the file or registry entry.
Same as when I posted a screenshot of the Global Settings on June 30 –
The user Settings (not Global Settings) has nothing interesting in it that would relate to this problem.
I think you need to ask the engineers what triggers Flash to instruct Windows UIC to ask permission to check for possible updates and run the installer. If I get rid of whatever that trigger is – problem solved.

Adobe is closed this week, so it will not be before next week that someone from Adobe can look at this.
Meanwhile, can you check with the Task Manager's Processes tab if you can identify what is running when these update requests appear?

That's a good idea. I will check. Are you with Adobe or just volunteering help – sorry if I have been a little direct with my replies. I had just assumed you were with Adobe, but I see maybe not.
Here is an image of task manager when the Windows Shield is flashing.
If I right-click on the "Adobe" line to get the process – it is consent.exe. I would think this is probably part of Windows UAC.

There is nothing interesting in the Processes tab. I show a screenshot below. There is no intensive CPU stuff going on; the flashing Windows Shield is a process called "consent.exe" which I have found is part of the UAC. I think somehow Flash is telling the UAC that it wants to install an update. Since that requires software modification, the UAC seeks my permission – hence the flashing shield. If I could tell Flash to stop asking to upgrade, the problem would be solved. I have Global Settings/Advanced/never check for updates selected; checked to make sure it's still selected many times; rebooted several times; but this doesn't do anything.

A couple of things to try. First, let's try modifying your mms.cfg (located in c:\windows\syswow64\macromed\flash to add the following line:
AutoUpdateDisable=1
If this file does not exist, just create it using a text editor.
Next, open up the FlashInstall.log and paste the contents in a reply post so we can see if there's something else triggering this install.
