You can purchase 3-month and 1-month redemption cards from a store like Best Buy or online from a place like Amazon. The country list restriction still applies for the redemption cards as it would with a monthly paid subscription as per the Availability section of the FAQ here http://www.adobe.com/products/creativecloud/faq.html.
I was looking for a yearly payment option from Adobe directly as opposed to a standing monthly fee assessed against a credit card, but I appreciate the info.
