Can Touch apps run on 1024 X 768?

I like to know if an Android tablet PC with ICS and a resolution of 1024 X 768 can run the Touch Apps? I have been finding it hard to get information on this. Though the minimum is Android 3.1, I want to know if I have the listed Spec above what are the chances that the Apps will run smothly on the ICS? Is there any specs like processor speed and RAM to be considered? I want to get a tablet with that resolution based on the features it has but not clear if Touch will support the resolution is a problem.

 

Please I would appreciate if I get a response on this.
