How to create a side-bar menu like this?

Hello,

 

I have a current website that I would like to create a side-bar menu that is similar to the one on this website that you see on the left hand side. http://www.guardian-self-defense.com/alarm.htm.

 

I currently own CS3. Any help or guidance would be greatly appreciated. Dano
