I am new to using Elements and these programmes are usually WAY out of my league, they are too sophisticated to have my brain wraped around them however I have decided to do the family photos and get them all nice and orderly and everything but I have come across this:
As you can see we have that red glare on it and a lot of it as well, is there any way of getting rid of it? And any chance it is lamens terms in how to get rid of it if there is?
If this is a scan, perhaps it can be scanned to better advantage. Given what we have here, I suggest converting to black & white.
This is a tough one. The red colour is not sun glare, but the effects of fading.

Unfortunately, there's no way to describe in step-by-step instructions what I did, because it involved entirely handpainting various areas. I used every tool in PSE, including the Color Replacement brush, Sponge tool (desaturate), Burn, Dodge, Levels, Adjust Color for Skin Tone, and on and on. I worked on layers, used masks, merged layers into a new layer and continued working on that new layer, and on and on.

I realize that's not much help for a rookie, but at least it's an example of what PSE can do once you learn the tools, selections, layers and masks....
