I have an MS Word file that has embedded jpg files, which I also have separate files for. I need to create a PDF using Adobe Distiller per the following requirements of Outskirts Press:

I would like to speak or correspond with someone that can support me in use of Adobe InDesign or the appropriate product for this purpose.

Peter, it appears as though the company the OP has referenced is more than a printer, rather a book publishing and book marketing company, choosing another printer would probaly be out of the question. To me, their requirements for file preparation are acceptable. Their typical customer is probaly more of a writer than a graphic designer, with most of them producing their book in MS word. And the file requirements are based on receiving (at least trying to receive) a halfway decent PDF produced from Word.
@gwalkermp85 – the appropriate product for creating PDF/X-1a PDFs out of MS Word would be "Callas pdfToolBox 5".
There is a dedicated workflow in that software dealing with MS Word files.
Of course you can go another route:
PDF out of MS Word, placing in InDesign, adding bleed, printing to PostScript, using Distiller, correcting color spaces in AcrobatPro…
