Generally that woulde mean that photoshop does not support that file format or codec. Test the file in quicktime and see if it plays. Then try opening the file in photoshop.

What format of video were you trying to open?
CS5 only supports video formats, .mpg or mpeg, .mp4 or .m4v, MOV, AVI, MPEG-2
