I recently upgrade from Elements 7 to Elements 10 and Premier 10. Whn I brought my photos into Elements 10 a large number of files were duplicated. And when I import photos from a camera it imports duplicate pictures if they exist on the card. I spent many days fixing my catalog so that only unique images were in the folders as well as represented in the catalog. It looks loke I will be facing the same problem again. This is extremely frustrating. I cannot determine what is causing this to occur.

Thank you very much for the quick response. I believe that I have that
option checked but I will verify that shortly. Since the latest import
created such a large number of duplicates - even duplicates for photos that
were imported last year - I have decided to restore my catalog, ensure that
the duplicates for prior years do not already exist and then closely
monitor the import process. I will keep everyone up-to-date as to what I
find. My estimated catalog restore time is 8 hours so my response will
take some time.
Another suggestion to clean up the catalog from the last import batch(es):
Instead of using Folder or Thumbnail view, use batch import view and select all the offending batches to delete from catalog and disk.
Many photographers format their cards after each batch. Of course, it is prudent to do so only after your have done a backup of your catalog and picture files.

Thank you for your suggestion. As I was looking through the Elements 10
Folder Location Display I found that I had duplicates in other folders as
well. I still do not know why this happened. But to remedy the problem I
went through all 400+ folders and identified and removed all duplicates (I
finally found software that would identify the dups - the free version of
Digital Volcano's DuplicateCleaner) this was done in Windows Explorer; I
then re-imported, in small batches, 17,000 + photos into Elements 10 - 99%
were not imported as they already where listed in the catalog; I followed
this by using Elements reconnect command to reconnect any missing files -
there was a very large number of missing files, the duplicates, which I
removed from the catalog (they had been removed from the disk in the first
step). My catalog now reflects 17,461 photos which is very close to the
number of items on the disk. This process took me about 3 days (15 hours)
to complete. I will now closely monitor the number of photos on the camera
memory card, how many are imported and the number rejected as duplicates.
Once through this experience is sufficient.
A word of caution. When I was trying to reconcile the number of
photographs in the Organizer Folder Location view to an independent count
of the number of photographs using Windows Explorer I discovered that the
Organizer Folder Location view reported stacks a one photo but Windows
counted each photo in the stack. ie one stack of six photographs was
counted a one file in Elements but 6 files in Windows. To get around this
I expanded all stacks before entering the Elements file view.

After reaching the point where I was satisfied that my photos and catalog
were in sync I tested the import. Before taking photos I confirmed that
Elements 10 was configured so that duplicates would not be imported. I
took three photographs, verified that only three photographs existed on the
memory card and then imported the photographs into Elements 10 organizer.
The three photos imported without a problem. I removed and reinserted the
memory card and when the elements Organizer started It copied the media and
asked if it should be imported to which I replied yes. The media was
brought into Elements and was imported as new photos with "-1" inserted
after the orginal photo name (ie original photo is img_0633.jpg, second
import img_0633-1.jpg). I tried the same process again and the photos were
imported again but with "-2" inserted after the original photo name. I
reformatted the memory card and tried the same process and had the same
results. I then optimized the catalog and executed a repair - no errors
were found. I the repeated the three photograph test and the were still
imported each time (not being identified as duplicates). I did not have
this problem with Elements 7.

I have no access for the moment to a Windows7 PC, but there might be a bug linked to the Windows version.
In his faqs, John R Ellis states:
"Many people have reported on the Adobe forums and Elements Village that PSE 5.0.2, 6, 7, and 8 run fine on 64-bit Windows 7 and Vista. The only known limitation is that the downloader will not start automatically, nor will it be listed in the Windows Autoplay options on PSE 7 and higher – you have to manually do File > Get Photos And Videos > From Camera or Card Reader:"
This is only a guess. Maybe other users can check this behaviour ?

If you have Organizer apply any changes to the incoming images, such as fixing Red Eyes, or adding "Creator" or "Copyright" info to the metadata, then those saved modified images are not the same as the incoming images on the memory card. Therefore, Organizer will not consider the incoming images as duplicates and they will be imported. Their filenames will have a number appended so the filenames remain different.

Thank you very much for all the time, effort, research and replies. I
became increasingly frustrated with the Organizer and investigated using
Lightroom instead, but the Elements Organizer has some features that I like
which are not present in Lightroom. Plus I am familiar with the Organizer,
with Lightroom there is a learning curve.
I know, if Adobe is so extremely frustrating and the Organizer may be have
negative impacts upon the organization of my photographs as well as an
inaccurate representation of the number of photographs why would I continue
to use Adobe products. The answer is easy - Adobe makes great products,
fixes what needs to be fixed, enhances what needs to be enhanced, adds what
needs to be added, and offers total support for each product they offer.
Prior to Elements and Premier 10 I was using Organizer 7 just for
organizing my photos and videos but doing all my photo and video editing in
CS3. My decision to go to version 10 was to upgrade my environment and
hopefully be able to capture, photo edit and video edit in the combined
Elements product. I do not have the funds to upgrade to CS6, if I could, I
would still try to use Organizer 10 and then my original workflow using the
CS product line for editing.
Back to the original issue. I ensured that I was excluding duplicates,
that I was not performing any functions as part of the import, that all
pictures were 'connected', that my catalog was optimized, and sistedthat
the catalog did not need to be repaired. Still the issues persisted.
So I started from the beginning. I copied all 17,000+ photographs/videos
to a new folder on a different drive, maintaining the original file
structure. Ensured that there were no duplicate items. Determined the
number of photographs/videos in each file/folder. Started the Organizer
and built a new catalog. The count of imported items were 4 less than I
expected (not even going to try and figure it out). Moving forward, as I
import each photo/video from my camera/video source I will ensure that the
number of items imported is equal to the number of items on my photo card.
I will also watch the number of items reported in the catalog to enure that
it increases my the number of items imported. This was a time consuming
process but if it works it will be worth it.

I am back and extremely frustrated with Adobe Elements Organizer 10. I
have invested many hours in re-organizing my photos and videos. After I
was satisfied that I had all (most) of my photographs and video files
identified and in a structured file system I re-imported them all into a
new catalog, basically starting as if I never used Elements Organizer10.
All appeared to go well. But my catalog/photos/videos are becoming
corrupted again. If I import photos/videos and then delete them from the
memory card, do another shoot, import these into the Orgaizer all appears
to work well. BUT, if I have photos/videos on the memory card and then
shoot other photos/videos when I do an import all the photos/videos, new
and old, are imported. The old photos/videos are renamed to have a '-1'
appended to the end of the file name.
This is making photo/video management extremely difficult and quite
annoying. If I am doing something incorrectly I would like someone from
the Adobe team to advise me on the correct procedure. If I am following
the correct procedure I would like someone from the Adobe team to focus on
this problem and provide a fix. While this is not the high end CS product
line I believe that it should work as advertized. This function worked in
previous versions therefore I did not expect to have this problem in the
newest version.

Since we last corresponded, I've used the Photo Downloader a few times and discovered that the Preferences setting to "Copy New Files Only" is intended to apply only if the Download Option is set to "Automatic Download". My Download Option is set to "Show Advanced Dialog", and when the dialog opens, all the images (old and new) on the SDHC card are selected (checked). So, I learned that using the Advanced Dialog means that I first have to deselect all images, then select only the new ones before importing.

P.S., I did not test the "Automatic Download" option to see if "Only New Files" works, and it will be a few days before I can do that test.

I have tried every suggestion and still the problem continues. To add to
the confusion, if I import a batch with duplicates and then delete them
using the catalog function, the duplicates are removed from the catalog
view but the actual file is not deleted from the disk.
As I mentioned, I tried ever suggestion, but I do not always get the same
results that are reported.
I have deleted Photoshop Elements 10, Photoshop Premier 10 and Photoshop
Premier 10 Content from my machine. I have scanned for any residual
program files and have removed them. At this point my machine should know
nothing of the existence of Photoshop 10. I plan to do nothing Photoshop
related for a day (a short respite) but then I will reload the Photoshop
Elements 10 Suite and try again

This is working as designed -- as a safety precaution, the files on disk are not deleted unless you conciously choose that option in the confirmation dialog window.

Not really . See this Adobe document for the steps to manually uninstall PSE9, changing the folder names for PSE10:

Uninstalling and re-installing is not going to solve your problem anyway....

Thank you for directing me to the manual uninstall steps. I have completed
the steps and now expect my machine to be Abobe Organizer, Adobe Photoshop
Elements and Adobe Premier Elements free. I am going to install the Adobe
products again and trust that the Organizer will function properly, without
the unintended action of re-importing already imported files. This creates
unexpected and unwanted duplicates as well as increases file size.
I understand the function of not deleting the actual photograph files from
the disk, but when the option to delete the photos from the disk is
presented and chosen the files should be deleted.
I do not understand why a new install will not correct the problem which I
initially had - that of imported files being re-imported thereby creating
duplicates.
I hope that all works as expected, if not I will wait for a fix from
Adobe. I will also re-review the Adobe Organizer 10 documentation to
ensure that I understand the capabilities as I was accustomed to working
with Adobe Organizer 7.
I will post the results. If the Organizer does not re-import files
(functions like version 7) I will be satisfied and consider the issue
closed. I the Organizer continues to create duplicates by re-importing
photographs I will consider the issue unresolved but closed

Regarding the importing of "duplicate" files: I found that any changes made to the files after they're on disk will cause them to be re-imported -- viewing in ACR and having the settings applied, etc.
FWIW, I set the Photo Downloader to automatically import photos when the SDHC card is inserted, and then automatically delete the photos from the card after verifying the copying. Plenty of confirmation dialogs during the process, and it works perfectly to prevent duplicates.
