It would be a lot easier if you have a drawing that is already drawn with black outlines.

You can recreate similar style with the filters Artistic>Crosshatch, Poster edges with some Texture filters. Test with the settings in each filter combinations and you will get interesting results.

I find Layers with monochrome Patterns set to Blend Mode Hard Mix can be quite useful.

The lines can be attempted to be done with Find Edges on photographs, but if you start with an illustration consisting of lines that would be easier, as Sharon indicated.

By randomizing (edit: blurred) Patterns one can get some effects …

For illustrations one can use those pattern Layers and paint underneath them (different patterns or different directions naturally necessitate new Layers), the proper lines are best put one a separate higher Layer.

I quite like the Topaz Simplify plugin for that sort of effect.  Uou can also reinforce, or clean up afterwards using black or white paint brush with the brush blend mode set to Overlay.

    No, I meant custom patterns.

Just create a black and white Pattern, blur it somewhat (this may take some experimentation), set a Layer with that Pattern to Hard Mix and add a Hue/Saturation Layer set to 0 Saturation above – this would naturally be unnecessary if you work in grayscale right away.

Like I said if the direction of the strokes of the patterns should conform to some shapes or planes it may be necessary to use several Layers and mask them to the appropriate areas.
