In a composition select your text layer then select Pen Tool and draw a mask.

See more help on creating masks and shapes.

Not sure I understand what you actually want, but now you're trying to create a mask on a shape layer, which is your black rectangle, instead of a text layer...

So as to hide a part of a text layer you don't need a shape layer over the text layer at all...

If you want to use your shape layer as a track matte, click 'Toggle Switches/Modes' button until 'TrkMat' column appears, then click according drop down list and choose your shape layer as 'Alpha Inverted Matte' for the text layer - that will hide both the shape layer and a part of a text beneath.

Or explain what you're trying to achieve more clearly...

Then the easiest way is using your shape layer as 'Alpha Inverted Matte'

Check the Opacity of your Shape Layer 2 - you seems set it to 0%...
