Acrobat X always configures when right clicking PDF

I am trying to deploy Acrobat X through GPO. It seems to install fine, but when I right click any pdf file (or open Acrobat from the start menu) it constantly tries to reconfigure.  I am using a transforms file, and I know that it works because Acrobat will install fine if I just create a batch file calling msiexec to install Acrobat with the transforms file.  For some reason, deploying it through group policy breaks it.  Happens on XP and Win 7, tried it on a clean install as well.  Nothing seems to fix it.  Any ideas?
