How can I create paragraph rules below a heading in InDesign CS5?

I have created a rule but the headings are appearing sometimes with a rule both above and below and sometimes only below...the display is inconsistent.

 

I'd be very happy if someone could tell me what I'm doing wrong here.

    When you select the text with the rule below only then do you see any other paragraph style highlighted in the paragraph style pallete or

        do you see the local override by the "+" sign infront of the "Course type headings"

    Turn on hidden characters. I’m going to guess there’s an extra paragraph return in there.
