Is it possible to animate smart shapes? If so, how?

Depends on what kind of animation? You can use Effects for the smart shapes like you can for other objects. If you have Flash, it is possible to create more complex Classic tweens, export them as XML and import them as Custom Effects into Captivate. You can use the normal transitions of course.

How can I export or take a smart shape from Captivate so that I can import it in Flash?

Wouldn't it be easier to draw the shape in Flash? To create an effect to be exported as XML you can take any object, it is only the effect itself that will be exported
