Flash Player 11.3 -- 100% volume

Updating to Flash Player v11.3+ puts a separate control under Windows 7's (fully updated) volume mixer.  While I don't know why it was implimented, it isn't really a problem, except for the fact that it keeps resetting to 100% volume every time I restart Firefox (latest version).  This makes anything using Flash Player blast my speakers out every time something plays until I reopen Windows Volume Mixer and readjust the volume back to 20%.

Using Flash Player v10 doesn't have this problem as it doesn't have a separate volume control under Windows, it just uses Firefox's volume setting.

If anyone knows a fix to this, I'd greatly appreciate it.

p.s.  My cookies are working fine.  And this probably isn't a cookies-related issue, as it's in the Windows Volume Mixer.
