How do I download touch apps without paying when I have creative cloud

Adobe touch apps, such as Photoshop touch, are not included in the Creative Cloud memberships. You still need to purchase the app through the app store on your tablet device.

The only thing you have to do is to login to the Creative Cloud via the touch-apps itself so that backend kind of recognizes your AdobeID and brings it together with your subscription
