Locking the scroll?

Is there any way on a Mac to stop the scrolling. Working on a Magic Mouse and it tends to scroll at inappropiate times. Is there any function in scripting to stop any scrolling.

I could assign a keyboard shortcut to lock and unlock scrolling if it was possible.

@Eugene – I've seen that on various Macs. Abandon the Magic Mouse… It's horrible…

Don't abandon Magic Mouse. Use Better Touch Tool.
