I have never used Photoshop Elements. But from what I can tell, Camera Raw 3.7 was the last version that was compatible with Elements 4. It did support the camera you mentioned. The windows version can be downloaded from:
http://www.adobe.com/support/downloads/detail.jsp?ftpID=3584
