I've recently taken a video at an event where the person in it has come out really nright white due to a spot light, the background has come out with perfectly fin lighting though. Is there any way of fixing or at least improving this? Would I be better off using Premiere Pro or After Effects instead?

I would explore the Effect>Highlight & Shadow.
One could do a Track Matte (easier if that overexposed subject does not move much), and apply Levels to that person, but with much movement, then you would be talking about Rotoscoping, which is a very intensive process. If you also have, or have access to Adobe After Effects, things could be easier.
Also, with overexposed Video, there is not THAT much detail to pull out, hence my mention of Highlight & Shadow. That might be as good as it gets.
If you can post a short clip to YouTube, it will be easier to see what you are working with.
