InDesign PDF Export and Photoshop PDFs don't look the same

PDF exports don't look the same, despite my efforts to make the export/save setups identical.  The InDesign version looks pixellated, the Photoshop does not.  The PS version, however, loses all my interactive links so I can't use this version.  Please advise.

    Do you have any broken links in your ID version? Sometimes that will make things look pixellated.

    megpratt mentioned broken links inInDesign; InDesign will alert on opening the document and upon export if links are missing or broken. Are the images Placed into InDesign? (Pasting an image into ID is definately incorrect.) Does the InDesign links panel show all links as current?

     

    What preset or options are you using for InDesign's export?

    Downsampling for images should be between 150-300 depending on your destination.
