Disrcepancy between number of comments in comment list and review Tracker

We have just closed a shared review and I’m trying to determine why there is a discrepancy between the PDF comment list (shows 800 comments) and the total number of comments indicated in review Tracker (shows there are 1042 comments). Any suggestions?
