Render times in Premiere Pro CS6

In this otherwise very helpful article (link below) can anyone tell me if the numbers referred to in this table are hours: minutes, or minutes: seconds? In other words, by 8:16, do they mean 8 hours and 16 minutes, or 8 minutes and 16 seconds?
