Report back with the codec details of your file, use the programs below... a screen shot works well to SHOW people what you are doing
If you have a red line over the timeline after importing a video and before adding any effects... your project is wrong for your video... read above about codecs
Once you know exactly what it is you are editing, report back with that information... and your project setting, and if there is a red line above the video in the timeline, which indicates a mismatch between video and project

Hi John: thanks for your reply, here are more info a) I'm using Premiere elements 9 and updated (9.01) b) I'm using windows 7 home premier c) I'm working in a project edititng some clips in order to have a video, I've used several times without problems but this time I've tried to corrects in several ways without results ( I've reinstalled also premierre elements with the same problem) d) I'm not getting any error message e) As I mentioned before, I'm working in the monitor panel overview, each time I drag a clip from the organizer panel, to the sceneline and click over the play icon, the video looks well but the audio sounds with short cuts on it, "sound good .....faltering .... sound good .... etc" when the audio sounds, it sound well for seconds and then faltering also for miliseconds or 1 second, again the audio sounds well f) I'm working with premiere elements alone and I've never had this problem g) I've never added any thirty party codecs, I'm using premiere elements as it comes with the updated h) I'm workin in a Laptop Toshiba Model L635 with Intel Corei5 i) I searched in order to find similar problems but without results

Your 1st screen indicates HDV editing... but you said your video is AVCHD, which is not the same
When you first import a video file and put it on your timeline, do you have a red line over the timeline?
If yes, that means your project is not correct for your video file
