Another possibility is that it might just look like fixed text. If you click the "20" does a dialog box appear?

Where are you seeing this. In the new folio dialog it’s fixed at 20.

Once you’ve created it, select it and choose properties in the folio builder panel menu.

In Folio Builder Panel, When creating a new Folio, click on 20, it should launch an Applet with option to select V21.

That's it. I didn't try to click on a fixed text in the palette.

I think this is a little issue in the user interface.
