Issue in "Checking System Profile", recieve message : System Error

I recently purchased photoshop Cs4, and am having issues installing it. I have gone to the setup, but once I reach the page where "Checking System Profile" appears, I continue to get a message saying "System Error".

 

I ave alread diabled my UAC, and have been clicking "Run as Administrator". How can I get the program to work?
