I can't see a difference when looking at the images on the forum. However, when I downloaded both and viewed them in Photoshop at 250%, the one on the first image above (which downloads as 216370_450_272_cache.jpg) has noticibly more artifacts. If possible, please encode the same short segment via direct export from PPRO and by queuing to AME, and post the resulting clips--we can tell far more from actual video clips than screenshots from those clips.
Please specify which preset you're using; if you're using a custom preset, please post a copy of it. Did you use exactly the same preset for both encodes?

While I'm able to view the two clips, I find no way to download them. It's not enough to look at them in Windows Media Player; we need to analyze them in various ways, which requires having copies of them locally. If you do not have a server where you can post them for us to download, then we'll provide logininfo for an Adobe server to which you can upload them.
It would also help to have at least one source clip and the PPRO project--the more closely we can mimic your real-world scenario, the more quickly we can try to reproduce the issue.
Likewise, while it's somewhat useful to see the export settings you list, there are quite a few that you do not include. It will be infinitely more helpful to have a copy of the exact preset. So please export your preset and post that for us as well.
Well I hope everyone figured out how to download the two clips, btw it wasnt windows media player but a built in player in your browser which support html5. Anyway here is the link for .epr
