Prototype with multiple overlapping pop up layers

Hi,

I'm trying to create an interactive prototype which needs multiple pop up layers to overlap, allbeit not all displayed at the same time. Unfortunately this is not proving successful as the overlapping layers are not displaying correctly. Can someone please describe the best method of creating multiple overlapping pop up layers on a single page? If not possible is the best method to create the pop up layers on individual pages and linking through to them?

Yes thanks. Each popup is the 5th state of a symbol. I followed the 'Rapid prototyping' tutorial here http://www.adobe.com/devnet/fireworks/articles/atv_fw_interaction_desi gn.html, but unfortunately this does not deal with multipe overlapping popups.
