Flash Player will not load. "ERROR" IE WINDOWS 7

I have followed the download instructionsfor Flash Player 11.3. Shut down the browser. Each attempt at the end of what appears to be a complete download, the INSTALLER has encountered an "ERROR" message.

HP Omni 120 Windows 7 IE- 64-bit

    Can you tell us what the error message says?  If you can provide a screenshot, that's even better.
