I can't open Encore as it ask for a serial number, Don't have as it's Adobe Creative Cloud. Premiere Pro opens fine.

It sounds like Encore might not have installed correctly. Might try uninstalling Premiere Pro and reinstalling it through Adobe Application Manager, when going to reinstall, might try right-clicking on Adobe Application Manager and choosing Run as Administator on Windows or in an new account with admin rights on Mac.
