Photoshop Inspiration Browser startup Help!!

Just installed Photoshop Inspiration Browser. Have Photoshop Elements installed on Windows 7 workstation.  Shortcut for PS Inspiration Browser says to open the program from within Photoshop Elements.  Unable to find a way to do that.  Help???
