Help with using Adobe Muse

I cannot get my footer image to appear as a flexible browser image. Have been trying to create this over and over again. I get the image to activate the red lines of the bottom of browser but it does not translate when viewing in browser window. Any suggestions?

Thank you for answering my plea!
Attached are 2 screen shots-
1.png- view of browser window
2. view of master page when I get red lines so it locks.
I have also attached file.
I have not uploaded site yet. I wanted to get this right first.

I'm not very clear on what you are trying to accomplish, but it may be helpful to point out the Pin option in the controll strip (nex to the footer check box). It looks a bit like a 6-pack from the top.
Try checking the bottom center one. Doing this will pin your image to the bottom of the browser window rather than the bottom of the page. So, if your window resizes or if the content is scrolled by the user, the image will maintain it's position relative to the bottom of the browser window.
