What OS? What version of AE? How much RAM? When are you getting the message? What size is your comp? There's not enough info there to even guess.

You've either got some permissions issues with one of the users or you're cache files are in the wrong place, or you're out of hard drive space, or your AE preferences are fouled up. If it's preferences just restart AE as the user with the problem and hold down Shift + Option +  Cmnd when you launch AE and you will be prompted to delete the current Preferences file. Delete the file and try again. If you're still having problems try resetting the permissions of the problematic user. If that doesn't work and you've got plenty of drive space available, try running disk repair for that user.

I'm getting the same error on my PC with W7 Pro 64bit.

I'm having this same issue with CS6 (documented here: http://forums.adobe.com/thread/1041252), did you ever find a solution?

Running AE in Administrator mode gets rid of the error for me.

That's a good temporary solution, but unfortunately when you run After Effects as an administrator, you lose the ability to drag-and-drop items into your Project window, and the Premiere Pro Dynamic Link Server won't work. It turns out the only way to truly fix the problem on PCs is to make sure your Windows User's "temp" and "tmp" folders are set to their default locations.
