SSD + slower HDD

Despite the abundant discussions about good hard drive configuration for Lightroom (v 4), I am still struggling to understand what to choose when buying my new desktop PC without blowing my budget.

 

Assume that processor, RAM, motherboard and all that are up to par, what should I go with in terms of HDD/SSD (under a somewhat limited budget)?

 

I want a *quiet* system so using three roaring 10,000 rpm HDDs is no option. If anything I would like to use low power and low noise HDDs (5400 rpm), which could be combined with an SSD. Is this a stupid setup with the HDDs being a bottle neck? For example, is a 128 GB SSD (for Windows 7/64 OS, apps, LR cache) + 1 TB 5400 rpm HDD (for the image files) a good trade-off between performance and noise?
