Can't install DPS panels in ID CS5.5 w/Mountain Lion

I've downloaded the tools and folio builder panel over and over again and every time I try to install either one of them I get this:
This is a clean install of Mountain Lion on a brand new MacBook Air. InDesign itself runs fine and CS6 is okay but I'd love to find out what the deal is here.
This does not appear to be a gatekeeper issue.
Anyone else?
