I want to use Adobe to design and maintain a website. Do I need an additional server/domain host outside of Adobe? Or does it act as a host?

As a Creative Cloud subscriber, you can host up to 5 websites on the Adobe Business Catalyst - webBasics plan which is included in your subscription.

Just to supliment John's response, you can host up to five websites for free through Business Catalyst. However, you will need to purchase your own domain name before you can push your site live from Business Catalyst.
