I have been trying to correct the issues with Windows Installer for days. IO have tried "re-start" through the "run" program via the start menu. I have tried "fix It" throught Windows web site. I am running Windows XP media edition and IE 8. What can I do to allow Windows Intaller access and download Adobe Reader?

A blank message isn't very helpful...
If I were you, I would try running the Actobat and Reader Cleanup Tool
http://labs.adobe.com/downloads/acrobatcleaner.htm
to remove all traces of any versions of Reader.
Then, if you want to reinstall Reader, download its full installer from
http://get.adobe.com/reader/enterprise/
After downloading, restart your computer and run the installer before doing anything else.
I answered the message....I am running Windows XP with service pk 3 and trying to install Adobe Reader X. The problem is with Windows Installer. I either get the message that the Installer is "not accessed" or that it is on a "network resource that is unavailable" Hopefully, this will be a bit more "helpful"

When answering via email, the reply text is sometimes swallowed. But it seems to have worked this time.
What is the exact message you are getting?
What is your Windows Installer version? (Check the properties of C:\Windows\system32\msiexec.exe)
Is the Windows Installer service present, and what is its startup type? (Control Panel | Administrative Tools | Services)
Claudio...I ran the cleaner and the full install for Adobe 10 per your instructions. When the install gets to the 96% range a message box appears ( just as before) notifying me that the "Installer can not be accessed" It is not running. When I try to go to thru the "msconfig" utility to "start" Installer...it will start and then stop immediately. A new message appears that says this may occur if Windows is operating in "safe mode" or that Installer is not properly installed. I am not in safe mode and have also tried to "system restore" Nothing I have tried seems to work. I believe I have removed all Adobe products from the system based on the "add/remove program" screens. Sure I am leaving something out...just what is the question?
That is the latest installer, and "manual" is the correct startup type; it should automatically be started when an installer needs it.
Do you get a similar problem when you install anything else?
You may need to re-register or reinstall the Windows Installer; see http://support.microsoft.com/kb/315346
See also http://support.microsoft.com/kb/315353 if the above does not resolve the problem.
Pat...got it done. This method is for Windows XP and to Windows Server 2000 only: Here are the steps.
Re-register the WINDOWS INSTALLER engine
1. Click START, click RUN, then type cmd in the dialog, then click Command Prompt.
2. At the command prompt, type the following, and then press Enter after each line:
MSIExec/unregister
North America
Europe, Middle East and Africa
Asia Pacific
