Moving a layer without moving the mask.

I am using CS6

I have a graphic that is very long vertically. I want to move this graphic down so it will gradually show the whole thing. But I don't want it to go outside the Title/Action Saftey guides. So I want to create a mask ontop of this long graphic. I started with creating a shape layer ontop of the graphic and making it a mask, then played around with the Track Matte options on my long graphic layer, but nothing seems to work. It either dissapears or the mask doesnt effect it at all. Where am I going wrong?

Thanks for your time.

Add graphic to track 1 and nest.

Double click on this Nested Sequence: animate the graphic.

Back to main timeline. Add mask to track 2.

Add track matte effect to track 1 (Nested Sequence) and set it to track 2.

    Done.

I'd probably just add the necessary Position keyframes to make the graphic 'scroll', then add the Crop effect to constrain it's visibility to the Title Safe region.
